Form-Based Development Codes
Buildings are built from clear construction drawings, communities need clear development codes. The Context Based Frontage Code (CBFC), first adopted in 2003 by the City of Hastings, MN, is a form based, district wide set of design guidelines which preserve and enhance community character while encouraging new development. Drafted in three steps (context research, design event, adoption) the entire code is illustrated in an easy to use set of eight documents.
